Copy of Report on Adinance Joy of 1881.

I have examined the accompanying Ordinance being Ordinance for the naturalization of

Thi Shang kai, and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.

The object of this Ordinance is to naturalize Thi Shang kai.
